1. LEGAL AND POLICY BASIST: hese disciplinary procedures are guided by:
- The Education Act, 2008 (Uganda)
- Ministry of Education and Sports (MoES) policies and circulars
- The Children Act, Cap. 59 (as amended)
- The Employment Act, 2006 (Uganda)
- Islamic values and the internal policies of Elegu Islamic Nursery and Primary School
2. OBJECTIVESThe objectives of staff discipline are to:
- Promote professionalism, accountability, and ethical conduct.
- Protect the safety, rights, and welfare of learners.
- Ensure fairness, transparency, and natural justice in handling misconduct.
- Maintain high standards of teaching and service delivery.
3. DISCIPLINARY AUTHORITY
- The Head Teacher is responsible for day-to-day discipline of staff.
- Serious disciplinary matters shall be handled by a Staff Disciplinary Committee appointed by School Management.
- Where required, matters may be referred to:
- The School Management Committee (SMC)
- The District Education Officer (DEO)
- Other relevant authorities, in line with MoES guidelines.
1. GENERAL CONDUCT
- All staff shall conduct themselves in a manner that upholds Islamic values, school policies, and the laws of Uganda.
- Staff must show respect, honesty, discipline, and professionalism at all times.
- Use of abusive language, discrimination, harassment, or corporal punishment is strictly prohibited.
- Staff shall promote peace, cooperation, and teamwork within the school community.
2. ATTENDANCE AND PUNCTUALITY
- All staff must report to school on time as per the official school timetable.
- Staff must sign the attendance register upon arrival and departure.
- Absence from duty without permission from the Head Teacher or Administrator is not allowed.
- Any staff who falls sick must inform the school administration promptly and submit medical evidence where required.
3. DRESS CODE
- Staff must dress modestly and decently in accordance with Islamic principles.
- Teaching staff should wear professional attire suitable for a learning environment.
- Female staff are encouraged to dress modestly and cover appropriately.
- Non-teaching staff must wear clean and appropriate clothing while on duty.
4. TEACHING AND WORK RESPONSIBILITIES
- Teaching staff must prepare lesson plans, schemes of work, and records of work.
- Teachers must attend all lessons as scheduled and supervise pupils at all times.
- Non-teaching staff must perform their duties diligently and responsibly.
- Negligence of duty, sleeping on duty, or misuse of school time is prohibited.
5. RELATIONSHIP WITH LEARNERS
- Staff must treat all pupils with care, fairness, and respect.
- Any form of child abuse, harassment, or exploitation is strictly forbidden.
- Staff shall guide pupils morally, academically, and spiritually.
- Private meetings with pupils should only take place in open and appropriate settings.
6. DISCIPLINE AND MORAL CONDUCT
- Staff must serve as role models in behaviour, speech, and actions.
- Consumption of alcohol, drugs, or smoking within school premises is prohibited.
- Staff shall not engage in immoral behaviour or activities that may tarnish the school’s image.
- Gambling and political activities within the school are not allowed.
7. SCHOOL PROPERTY
- All staff must take good care of school property and facilities.
- Unauthorized removal or misuse of school property is prohibited.
- Any damage or loss of school property must be reported immediately.
8. COMMUNICATION AND CONFIDENTIALITY
- Staff shall maintain confidentiality regarding school matters and pupil information.
- Official communication must follow proper channels.
- Staff are not allowed to spread rumours or false information about the school.
9. LEAVE AND PERMISSION
- Staff must apply for leave through the Head Teacher.
- Leave shall only be granted upon approval.
- Emergency leave must be communicated as early as possible.
10. DISCIPLINARY ACTION
- Any staff who violates these rules shall face disciplinary action.
- Disciplinary measures may include warning, suspension, or termination depending on the offense.
- All disciplinary actions shall be handled fairly and in accordance with school policies.
STAFF DISCIPLINARY PROCEDURES1. PURPOSE The purpose of these disciplinary procedures is to ensure fairness, discipline, accountability, and professionalism among teaching and non-teaching staff while upholding Islamic values and the laws of Uganda. 2. DISCIPLINARY COMMITTEE
- The School Management shall appoint a Staff Disciplinary Committee.
- The committee may consist of:
- The Head Teacher
- Deputy Head Teacher (Chairperson)
- Deputy academics
- Director of studies
- A representative of the School Management Committee
- Any other administrator deems fit
- The committee shall handle all disciplinary matters objectively and confidentially.
3. TYPES OF OFFENCES Offences may include but are not limited to:
- Absenteeism and lateness without permission
- Negligence of duty
- Insubordination or refusal to obey lawful instructions
- Misconduct or immoral behaviour
- Abuse or mistreatment of pupils
- Damage or misuse of school property
- Use of alcohol, drugs, or smoking on school premises
- Theft, fraud, or corruption
- Breach of confidentiality
- Bringing the school into disrepute
- Use of disrespectful language to fellow staff
4. DISCIPLINARY STEPS Disciplinary action shall follow progressive steps, depending on the seriousness of the offence: a) Verbal Warning
- Issued for minor offences.
- The staff member is advised and guided on correct conduct.
- Recorded in the staff member’s personal file.
b) Written Warning
- Issued if misconduct continues or for moderate offences.
- Clearly states the offence and expected improvement.
- Copy kept on the staff file.
c) Suspension
- Applied for serious misconduct or repeated offences.
- Staff may be suspended with or without pay depending on the case.
- Suspension allows for investigations to be carried out.
d) Termination / Dismissal
- Applied in cases of gross misconduct.
- Decision taken by School Management.
- Staff shall be informed formally in writing.
5. RIGHT TO A HEARING
- Every staff member has the right to be heard before any serious disciplinary action is taken.
- The staff member shall be informed of the allegations in writing.
- The staff member may present a Défense before the Disciplinary Committee.
- Decisions shall be made fairly and without bias.
6. GROSS MISCONDUCT Gross misconduct may lead to immediate suspension or dismissal, and includes:
- Child abuse or harassment
- Theft or fraud
- Physical fighting or violence
- Sexual misconduct
- Drug abuse or drunkenness on duty
- Forgery of documents
- Serious breach of Islamic morals and school values
7. APPEAL PROCEDURE
- A staff member has the right to appeal against a disciplinary decision.
- Appeals must be submitted in writing within seven (7) working days after the decision.
- The appeal shall be reviewed by the School Management Committee.
- The decision of the committee shall be final.
8. RECORD KEEPING
- All disciplinary actions shall be properly documented.
- Records shall be kept confidential and stored in staff personal files.
- Disciplinary records may be considered during promotion or contract renewal.
9. RESTORATION AND GUIDANCE
- The school encourages correction, counselling, and guidance rather than punishment alone.
- Staff who show improvement after disciplinary action shall be supported to reintegrate fully.
10. COMPLIANCE All teaching and non-teaching staff are required to comply with these disciplinary procedures as part of their employment terms at Elegu Islamic Nursery and Primary School. 11. AMENDMENTS
- The school management reserves the right to amend these rules when necessary.
- All staff shall be informed of any changes made.
